Board Member Highlights:
Carol Anderson retired from the York County Chapter of the American Red Cross where she served
as Coordinator of Volunteer Services and Director of Human Resources. After graduating from York
City Schools, The College of William and Mary and studying a year at University College, London, she
taught one year at Edgar Fahs Smith and later worked as a Financial Secretary at St. Matthew
Lutheran Church. She has served as a member of the Board of The Strand-Capitol Performing Arts
Center, Planned Parenthood, AAUW, and YADC, and has worked with the Junior League of York,
Crispus Attucks, the York Woman's Club, and the Democratic Party. She lives with her husband
William, with whom she has raised four children, three of whom are in non-profit/public service
employment.
David Beecher is currently an Associate with Mid-Atlantic Valuation Group, Inc. He has previously
worked for S.R. Campbell Associates, Inc., Dorgan & Zuck Building Contractors, Inc., The Ingerman
Group, and Struever Brothers, Eccles, and Rouse, Inc. His primary emphasis for the past twenty
years has been urban real estate development - including affordable housing, historic rehabilitation,
and community development. Dave's civic involvement includes serving on the Board of Directors of
September House Senior Center and as the past Chairman of the York City Planning Commission
and a former member of the Rotary Club of East York.
Doris Cohen is currently retired. She has always been interested in adequate housing for all income
levels. She is active in AAUW and has served as local president and on the state board. Doris'
involvement in housing started as president of the local chapter of the League of Women voters. She
was employed full time as an engineering representative for Met-Ed for over 20 years. Doris is the
mother of four children all of whom are either in the economic or engineering fields, as was her
husband. She has an active interest in painting and traveling.
Jose Colon is currently employed by the York Housing Authority. He served as a Manager of Housing
Services for Intercultural Family Services in Philadelphia before moving to York. Jose has his real
estate license and is an associate with Jack Gaughen Realtor ERA. At the York Housing Authority he
is responsible for receiving, reviewing, processing and approving applications for the Section 8,
Public Housing and Single Room Occupancy Programs. He provides bilingual assistance to both
clients and employees and he serves as the IT Backup Person. He also serves as the Vice-President
of the Centro Hispano de Jose Hernandez (formerly the York Spanish American Center) for the last
two years. He lives in Dallastown with his wife Keila, a teacher at Lincoln Charter School, and their
three kids (two boys and one girl).
Victoria Connor has 17 years of public relations and fundraising experience with non-profit,
government, education, and corporate institutions. She has been associated with the American Red
Cross for nine years. As Director of Communications/Philanthropy for the York-Adams Chapter, Ms.
Connor acts as media liaison for the Red Cross response to local disaster and is responsible for
fund development and promotion of all chapter programs and services. She has extensive
experience in disaster and crisis communications and is assigned as Supervisor/Manager for both
Communications and Fundraising needs when deployed on major national disasters. In addition to
YADC, her civic activities include Association of Fundraising Professionals Central PA Chapter, Leave
a Legacy, Advisory Board of the NJ Media Arts Center/Rutgers film CO-OP, PIO Subcommittee of the
South Central PA Counter Terrorism Task Force, Springdale Neighborhood Association, St. Patrick
Church Pastoral Council, Women's Giving Circle, York City CDBG Advisory Committee, York County
Citizens Corps Council, and the York County Council of Churches. Victoria is a graduate of Rutgers
University and resides in York City. Victoria joined the YADC Board because she is interested in
helping meet the needs of area families.
John Flinchbaugh is a shareholder in the CGA Law Firm. He graduated from Grove City College, PSU
Dickinson School of Law and Villanova University Law School (LLM in tax). He is Past President of the
Rotary Club of York-North and currently serves on the York Symphony Board (V.P. - Finance) and is
active in numerous other charitable organizations.
Teresa Gregory is the Senior Vice President, Secondary Market Manager for Fulton Mortgage
Corporation. In this capacity, Teresa is responsible for overseeing the secondary market, accounting,
post-closing functions, reverse mortgage originations and construction administration for Fulton
Financial Corporation, including Fulton Mortgage Company and Resource Mortgage. She is also
responsible for strategic planning, risk management, pipeline management, including hedging
strategies to minimize risk and maximize profits and coordinates the research of new mortgage
products for the corporation. Teresa has a Bachelors Degree in Marketing and a Masters in Finance
and Accounting - both from York College. She is also a graduate of the Stonier School of Banking.
Teresa serves on the Board of Affordable Housing Partners, Inc. She enjoys running and spending
time with her two children and two step-children. She joined the YADC Board because of her passion
for affordable housing.
Shelly Kimes is the Program Manager of the Rental Assistance Program for the Community Progress
Council (CPC). In this position she manages the day to day operations of this program which
provides rental assistance which assists eligible clients in either obtaining or maintaining housing.
She previously served as a Case Manager working with homeless and/or low income individuals with
CPC's Case Management Program. She is the Secretary for the Family Issues Roundtable Steering
Committee and volunteers through St. Patrick's Church and School.
Elliott Miller is a native of York, PA. He graduated from William Penn (York High), Mercersburg
Academy, and Yale - AB International Relations. Elliott served as a Lt in the US Army Military
Intelligence and as a Foreign Service Officer (Germany, Cuba, Guatemala, DC). He has worked in the
wholesale/retail hardware and auto supply businesses in York. Elliott was a partner in a residential
real estate firm in York and is currently a partner in a commercial/industrial real estate firm. He
serves on the Boards of numerous non-profits.
Shane Patterson is a Vice President, business Banker, with M&T Bank. He is responsible for
assisting businesses with the management of cash and increasing profitability. He has worked for
several banks during his approximately 20 years in the field. He has attended the PBA Central Atlantic
School of Commercial Lending, the ABA Graduate School of Commercial Lending, and the ABA
Stonier Graduate School of Banking.
Kristen Pittman is an HR professional in the local York community at Voith Hydro, Inc. She
specializes in recruiting and immigration. Kristen received her Bachelors Degree in Communications
and Political Science from Albright College and received her Professional in Human Resources
certification in the winter of 2008. Kristen is currently attending Penn State University for her Masters
Degree in Human Resources. Kristen enjoys coaching All-Star cheerleading, taking her dogs for
walks and playing extreme sports with her husband. Joining the Board of YADC presented Kristen
with an opportunity to put her Human Resources and Public Relations experience to work within the
York community.
Mike Rhoads is Vice President/Partner of PFG Capital, a 23 year old real estate investment,
syndication, development and management company. Mike was instrumental in establishing a PFG
Capital sponsored affiliate, All Seasons Storage Trust, a privately held REIT specializing in self
storage. By 2006 this company had grown to be in the Top 50 National Self Storage Operators list.
He is a graduate of Virginia Tech with BS and MBA degrees in Finance and is a licensed PA real
estate agent. Mike is a Board member of the PA Self Storage Association, is a past member and
Director of the Construction Financial Management Association and member of the Institute of
Management Accountants. He has written various articles on financial and customer service topics
and has participated in seminar presentations for the Pennsylvania Housing Finance Agency, the
National Association of Home Builders and the Mortgage Bankers Association. A native of York
County, he currently serves as Treasurer of the Hellam Township Recreation Commission and Board
Member of YADC.
Brenda Rice is a Case Manager for Lutheran Social Services. Her duties include offering supportive
listening, referring people to various agencies, problem solving, and assistance to persons in the
York area - serving walk-ins as well as referrals. She directed the Tutoring Program for the Lutheran
Conference. Brenda currently serves as President for her neighborhood group and is very active in
her church. She enjoys reading, decorating, and has a strong, caring passion for housing and shelter
for others. Her three children and six grandchildren are the special rewards and joy of her life.
Russell Tschopp III has 19 years of experience with the York City Police Department, the last six as a
Lieutenant. Currently, Russ is in charge of the accreditation program. During his time with the
department, he has served as a Patrol Officer, Firearms Instructor, Officer Friendly, School Resource
Officer, and QRT (swat) team member. Russ attended Juniata College, and recently graduated from
the Northwestern University School of Police Staff and Command. He volunteered for the YADC Board
to provide service to the community, further his knowledge of how non-profits operate, and to build
bridges between the community and the York City Police Department.
Wendell (Lee) Woodmansee has a Masters Degree in Public Administration and worked in local
government for 25 years. He moved to York in 1981 to manage West Manchester Township.
Presently, he owns a small business providing siting and construction management services for
telecommunications companies. He joined the YADC Board because Cloverfield Apartments was in
West Manchester Township and he thought his activity on the Board would tie into his Township
position. He soon learned of the wide range of properties that the organization owned. Since first
joining the Board, he has become much more interested in housing in general and much more
interested in affordable housing specifically. He also serves on the West Manchester Township's
Planning Commission, Shiloh Lions, and his church's Finance Committee.
Allan Wysocki graduated from Gettysburg College and the Lutheran Theological Seminary in
Gettysburg. He has also taken a number of post-graduate courses. Allan served as a Lutheran
pastor to congregations in Greencastle, New Bloomfield, Glen Rock (20 years) and Jefferson (17
years). In retirement, he has served as interim pastor in Manchester and as a companion/consultant
to congregations in transition. He is a Chaplain Associate at York Hospital. Allan has served as
Dean of the York, South York and Hanover Lutheran Conferences. He is a former member and officer
of the Board of Directors of Lutheran Social Services, South Region and a past YADC Board Chair.
Allan is married for 48 years to Bonnie and has two sons, two daughters and seven grandchildren.
He enjoys spending time with his family, gardening, camping, hiking, biking, boating, fishing, and
photography.
