On January 8, 2008, we embarked on a "journey".  Thanks to a grant from the York
County Community Foundation, we were able to participate in a Strategic Planning
process.

We established a Strategic Planning Subcommittee which included three board members,
three staff members and three members from the community.  This committee met 12
times between January 8, 2008 and the date the plan was adopted by the board on
December 9, 2008.  During that time period, our consultant, John McCambridge, also
facilitated eight focus group meetings - four with our tenants, and four others with various
groups from the community - and a retreat with our full board and staff.

Through this process, we also updated our Mission Statement.  It now reads:

   
We improve communities, strengthen neighborhoods and stabilize lives by       
    providing quality housing for people with limited resources.

The Strategic Plan that we have endorsed includes four main goals with numerous
objectives under each goal.  The four goals are:

1.  Build organization structures which support furthering the mission;
2.  Achieve meeting the balanced needs of each project:  fiscal, physical, and social;
3.  Thrive as a company; and
4.  Develop new project(s).

On January 22, 2009, we invited the participants in the four community focus groups to a
Strategic Planning Follow-up and Feedback Event.  We asked the participants four
questions:

1.  What are your reactions to our plan?
2.  What do you think should be the next steps and how should we do them?
3.  How can you help?
4.  How can we help you?

The participants indicated that they endorsed our plan and they are anxious to help us
begin implementing it...and, we "plan" to keep them involved and engaged.

OBJECTIVES

The Corporation’s major objectives are to:

1.   Promote sound business management to insure the projects' financial success  
    through the timely payment of all bills, the prompt payment of rent by tenants, the  
    maintenance of full occupancy, the keeping of vacancy losses to a minimum, and  
    the quick turnover of vacated apartments.

2.  Coordinate the involvement of local public and private service agencies which can
   provide residents with the resources and guidance necessary to achieve a more
   satisfying lifestyle and continued ability to live independently and responsibly.

3.  Promote the meaningful involvement of tenants in social activities.

4.  Promote tenant responsibility for proper apartment and building appearance and
   insure the continuing maintenance and up-keep of the property.

5.  Maintain the quiet enjoyment of the community for all tenants and neighbors.
